What is the PPWR?

The Packaging and Packaging Waste Regulation (PPWR) is the European regulation governing packaging and packaging waste across the EU. It replaces the previous Packaging and Packaging Waste Directive with rules that apply directly across Member States. The Regulation entered into force on 11 February 2025 and has applied since 12 August 2026. Its requirements are being introduced progressively over the following years, covering areas such as recyclability, packaging minimisation, recycled content, reuse and packaging information.

For businesses, this means that packaging decisions increasingly need to be supported not only by environmental claims, but also by technical information and documented evidence.

Documents Offmar can provide

Understanding whether a packaging solution is suitable for your PPWR compliance process requires more than a general statement of compliance.

Offmar can provide customers with documentation supporting the technical characteristics and conformity of WaveBag products, including:

  • PPWR technical declaration issued by Offmar S.r.l.
  • Declaration of Conformity for each WaveBag product: LIGHT, STRONG, RETURNED, 3D, POUCH, ROLL, WRAP and TUBE.
  • Material composition and recyclability information.
  • Aticelca 501 recyclability documentation: Level B, recyclable with paper.

Each document applies within its stated scope and can be used by customers as part of their packaging compliance documentation.

From standard WaveBag to your own compliant packaging

Compliance support also extends to the information printed directly on the packaging.

WaveBag is available as a standard WaveBag-branded product, with a predefined print layout designed to include the relevant product, compliance and traceability information.

For customers choosing private label or customised WaveBag packaging, Offmar's in-house graphic team can support the development of the artwork, helping integrate the customer's own company and traceability information together with the relevant packaging information.

This means customers can choose between a ready-to-use WaveBag-branded solution or develop their own branded packaging, while receiving support to ensure that the required information is correctly incorporated into the final artwork.

What this does not mean

The PPWR's recyclability performance grades A, B and C apply from 2030, and the EU has not yet published the final rules for assigning them.

The Aticelca Level B rating of WaveBag is a separate Italian evaluation of recyclability with paper and is not the same as a PPWR grade B.

WaveBag's current Level B therefore refers specifically to its recyclability under the Aticelca 501:2025 evaluation system. This page will be updated as the PPWR recyclability grading rules are published.

Why it matters for buyers

From 12 August 2026, companies placing packaging on the EU market increasingly need suppliers that can provide the information and documentation required to support compliance.

Choosing a paper-based mailer that is independently tested as recyclable with paper also supports the PPWR's broader objective of making packaging recyclable.

Depending on the country, packaging material and recyclability can also influence extended producer responsibility (EPR) fees, although these systems and fees vary at national level.

For buyers, this means looking beyond a general environmental claim and asking practical questions: What is the packaging made of? How is it recycled? What information does it carry? And what documentation can the supplier provide?
